JOB DESCRIPTION
Responsible for providing technical insights and support to the Depurty Director, Acquisition Systems Engineering and Test Support (ASETS) within the ODUSD(A&T)/SSE. This individual will be involved in:
Conducting systemic analysis of Program Support Review findings and preparation of presentations for use at DoD and Industry forum. Systemic analysis findings are broken out by Service Acquisition, Domain, DAPS level, findings (positive and negative), and type of review.
Packaging systemic analysis data to inform the other SSE directorates about trends in the state of the practice to aid their policy and guidance, education and training, and outreach functions.
Synthesizing program technical performance metrics and developing dashboard metrics, to include leading indicators, which could aid program execution.
Supporting PSRs by assessing TPMs, the planning to mature them over time, and conducting independent software estimates, to include the development of software estimation tools.
Promoting the use of sound engineering management tools, and the development of new tools, methods and metrics to capture, feedback and support the PSR training, and assessment process.
Collaborating with Program Support Team Leads (PSTLs) to capture new and unique systems engineering processes being used by the Service components, and to be the integrating focal point for the information.
Developing metrics to assess the operations and efficiency within the DD, ASETS and eventually across the entire SSE organization. These metrics will assess process adherence, timeliness, product quality and collaboration across the organization.
Tracking and developing SSE/ASETS business I work metrics. Metrics include Test and Evaluation Mast Plan (TEMPs), Program Support Review's (PSRs), both T&E and SE Working Integrated Product Group's (WIPTs), and Program Support Review activity.
Conducting independent software estimates of programs. This will include assessing the reasonableness of their productivity, reuse, growth, and defect projections, as well as the sufficiency of the resources (funding and schedule) to support the software build, integration and test efforts, as well as the viability of the program milestones
Expanding the PSR systemic analysis database to include findings from Assessments of Operational Test Readiness, System Engineering Plan reviews, and Test and Evaluation Master Plan reviews. The inclusion of this data into the current data base will support a comprehensive analysis of the adequacy of SSE program planning, execution and evaluation efforts.
Utilize the systems engineering process to translate A&T business objectives into meaningful and measurable metrics in support of the acquisition enterprise.
Other duties as assigned by the DD, ASETS.

EDUCATION AND EXPERIENCE
Minimum Bachelors Degree in related subject matter; Masters Degree preferred
Minimum of fifteen (15) years of Department of Defense (DoD) experience in acquisition, engineering or program management and operations research experience (military or civilian, 0-5/0-6 or equivalent civilian rank, government or private industry)
Level II DAWIA Certification in one or more Acquisition functional disciplines desirable -e.g. Test and Evaluation, Program Management, Information Technology, Systems Engineering.
