JOB DESCRIPTION
Provides systems engineering (SE), test and evaluation (T&E), and analytical support to the Deputy Director, Acquisition Systems Engineering and Test Support (ASETS) within ODUSD(A&T)/Systems and Software Engineering. Assists major defense acquisition programs to implement SE and T&E policies and guidance and develop technical planning. Prepares position papers for senior-level OSD acquisition decision makers. Develops technical positions and policy recommendations regarding SE and T&E processes and resource/infrastructure support. Represents DD, SSE(ASETS) to other OSD offices and Service acquisition managers. Advises program SE and T&E working-level integrated product teams (WIPTs) in developing technical planning and strategies. Coordinates OSD approval of program Systems Engineering Plans (SEPs) and Test and Evaluation Master Plans (TEMPs).
Education:
Master of science degree in Systems Engineering or a related engineering discipline, plus 10 years of experience.
Candidates with a bachelor of science degree in engineering or a related engineering discipline and 14 years of experience also will be considered.
Experience must be in the DoD acquisition process, systems and software engineering, systems analysis, related discipline, and/or military/DoD civilian areas.
Required Skills:
Experience with DoD acquisition, SE, and T&E processes at OSD or Service headquarters level.
Must be able to quickly draft OSD-level issue papers, staff summaries, memoranda, and briefings, translating program technical issues into executive-level terms for senior decision makers and Government staff assistants.
Working knowledge of operating practices of OSD, Joint Chiefs of Staff, Service headquarters, and program offices.
Knowledge of the functions and practices of the OSD organization and its responsibility for oversight of major defense acquisition programs.
Desired Skills:
Hands-on experience with DoD acquisition and experience as a project manager, systems engineer, or test manager highly desired.
Understanding of policy and process development.
Experience with the joint requirements-generation process, the SE and T&E WIPT process, SEPs, TEMPs, and acquisition program documentation.
Pentagon experience preferred. Operational Army experience desired.
