JOB DESCRIPTION
JOB DESCRIPTION: Senior Systems Engineer/Analyst responsible for supporting the Deputy Director, Developmental Test and Evaluation (DD,DT) in the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Systems and Software Engineering. Provide System Engineering (SE) and system assurance (SA) acquisition life cycle management technical support in the area of developmental test and evaluation (DT) and verification and validation (V&V). Develop Department of Defense (DoD) SE policies and guidance for DT, systems engineering (SE), and acquisition. Assess air, land, and sea major defense acquisition programs for SE and SA management in the area of T/V&V and SE. Prepare technical positions, recommendations, briefing material, and position papers with respect to SE T/V&V processes, policy, and life cycle matters.
REQUIRED EDUCATION/SKILLS
MS in Software or System Engineering, computer science, or related discipline and ten years of experience. Candidates with a BS in one of the previously mentioned areas and fourteen years of experience will also be considered
Experience in the DoD acquisition process, test and evaluation, Systems and/or Software Engineering, systems analysis, related discipline, and/or military/DoD civilian experience
10+ years specialized experience in DT and V&V activities, including technical leadership of software-intensive SE processes or projects at the project or program level
Experience using structured analysis, design, DT methodologies, and/or associated tools in the development and implementation of large software-intensive air, land, or sea weapon acquisition programs
Experience with or understanding of DoD systems acquisition and software acquisition management. Ability to quickly draft technical issue papers, staff summaries, memoranda, and briefings, including translating program technical issues and risks into executive-level terms or senior decision makers and government staff assistants
Working knowledge of operating practices and relationships among Office of the Secretary of Defense (OSD), Joint Staff, Service headquarters, and program offices
Knowledge of the functions and practices of the OSD organization and its responsibility for oversight of major defense acquisition programs
Strong organizational skills, excellent verbal and written communications skills, and the ability to work in a team environment
Excellent command of MS Word and proficiency with the Microsoft Office Suite.
DESIRED SKILLS:
ACAT I Program Experience, Acquisition Systems Engineering Certification, Systems Experience with Land based systems, and experience with T and V&V process documentation. Experience working on OSD, Joint, and/or a Senior Service staff and joint capabilities, requirements-generation, and systems of systems. Familiarity with SE and SWE best practices such as ISO 12207 and Capability Maturity Model Integration.
