JOB DESCRIPTION
Top-Level Tasks
Assist Program Managers and acquisition professionals by educating them on the value of, providing guidance for the application of, and improving the utility of M&S
Coordinate acquisition community efforts related to M&S in order to surmount common challenges, improve information flow, align technical initiatives, and pursue cross-cutting issue resolution
Represent the acquisition community in DoD M&S deliberations to represent acquisition needs, coordinate acquisition needs with those of the other communities, and facilitate improving the utility of M&S for the Department
RESPONSIBILITIES
Implement the "Acquisition Modeling and Simulation Master Plan" (AMSMP)
– Identify acquisition M&S objectives, needs, and the actions to address them
– Execute AMSMP actions
– Assess utility of AMSMP deliverables and the overall state of acquisition M&S
– Evolve AMSMP to reflect accomplishments, changes, and newly-identified needs
Provide direct assistance to programs at their request (e.g., Joint Light Tactical Vehicle (JLTV); Aerial Common Sensor (ACS))
Assist in Program Support Reviews at request of SSE/ Program Analysis & Support (e.g., Future Combat System)
Advise, assist, and leverage Component M&S activities (e.g., NAVAIR Enterprise M&S Initiative) where helpful to acquisition M&S objectives
Oversee projects helping to accomplish AMSMP actions
– "Best Practices for Model & Simulation Development"
– "Management Concepts for Broadly-Needed M&S Tools"
– "Best Contracting Practices for Models, Simulations, and Data"
–"Risk-Based Methodology for Verification, Validation & Accreditation"
Facilitate implementation and other follow-on actions necessary to maximize the
benefits of completed projects we have overseen
–"Verification, Validation & Accreditation Standardization"
– "Modeling & Simulation Resource Reuse Business Model Study"
– "Educating the Modeling & Simulation Workforce"
Facilitate evolution of appropriate AMSMP products (e.g., best practices, MIL-STD3022) into open international standards via the Simulation Interoperability Standards Organization (SISO) or other standards development organizations
Contribute to development of standards useful to acquisition M&S (e.g., Systems Modeling Language (SysML) and Unified Profile for Department of Defense Architecture Framework (DoDAF)/ Ministry of Defense Architectural Framework (MoDAF) (UPDM) via the Object Management Group (OMG) and Synthetic Environment Data Representation and Interchange Specification (SEDRIS) via International Organization for Standards (ISO))
Foster acquisition community awareness of the AMSMP to take advantage of AMSMP deliverables. This includes writing articles, sending emails, making assist visits, conducting workshops, and presenting papers in such venues as:
– National Defense Industrial Association (NOlA) M&S Committee meetings
– International Test and Evaluation Association (ITEA) Conference
– International Council on Systems Engineering (INCOSE) Symposia
– DoD Modeling & Simulation Conference (DMSC)
– Simulation Interoperability Workshops (SIW)
– Interservice /Industry Training, Simulation, and Education Conference (I/ITSEC)
Foster acquisition M&S community collaboration through monthly Acquisition M&S Working Group (AMSWG) meetings:
– Plan - arrange for presenters, demonstrations and other suitable activities
– Brief - discuss progress against AMSMP actions
– Apprise - the Acquisition M&S Community on DoD M&S SC initiatives
Leverage NOlA Systems Engineering Division's M&S Committee to
– Assess state of the practice
– Track industry initiatives
– Seek alignment of DoD and industry efforts
– Solicit inputs to DoD plans
– Conduct studies requested by DoD (e.g., "M&S Support to the Systems Engineering of System of Systems" , "NOlA Report on M&S Support to New DoD Acquisition Processes")
Brief at the M&S Track at NOlA's annual Systems Engineering Conference
Research, assess and track technical and procedural advances relevant to M&S
Track and leverage commercial industry use of M&S activities via occasional conferences on product development and life cycle management
Represent Acquisition M&S at the bi-weekly DoD-wide M&S IPT meetings to influence DoD M&S policies and the M&S Coordination Office (M&S CO)
Respond to, and participate in developing M&S SC and M&S CO policy, and plan proposals that have implications for the acquisition community
Support SSE/Specialty Engineering participation in M&S SC meetings
QUALIFICATIONS
Effective performance of the duties outlined requires a broad background of engineering education, training and progressively responsible experience which shows professional competence in broad areas of test & evaluation, testing in a joint mission environment,
and modeling and simulation as they relate to DoD programs. Knowledge of DoD acquisition directives and regulations is required. Due to the multi-disciplinary nature of the work, course work at the graduate level is desirable. The position requires initiative, sound judgment, keen perception, superior analytical skills and dedication to the accomplishment of the national defense goals and objectives.
EDUCATION AND EXPERIENCE
Academic degree in systems engineering or other related engineering or science discipline
Experience as a member of a military staff, the OSD staff, or working with the OSD staff
Be familiar with the issues of Testing in a Joint Mission Environment (e.g. LVC, distributed testing, system of systems testing, etc.)
Have modeling and simulation experience. Understand the fundamentals of modeling or have an operations analysis background. Be conversant with M&S issues like conceptual modeling; interoperability and reuse; standards; VV&A. Have used M&S in systems both design (SE, CAD, SIW) and assessment (including testing).
Have experience with or be knowledgeable about distributed simulation (history; standards and standards compliance; business models; federation development, integration, and execution).
Understand, and preferably have experience with, information sharing.
Conversant with intellectual property/proprietary data issues, ITAR, guards, and multi-level security.
Experience in Integrated Data Environment (IDE) and familiarity with natural environment data transformation issues. |
